The consultant should contribute to mapping the trade facilitation efforts in the Central Asia through offering extended ICT Single Window tools for the Single Window to governmental controlling agencies and trading community in the countries of the region.
Work LocationHome BasedExpected duration01.07.2023 to 31.12.2023Duties and ResponsibilitiesUnder the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia the incumbent will undertake the following duties- developing the backend platform using Java technologies of the ASYCER system, for State Service for Seed Production and Variety Testing in accordance with the UNCTAD functional/technical specifications, allowing to easily access and navigate business-related information, such as registration forms, permits, and regulatory guidelines. - developing the backend platform for the Service for Environmental Protection under the Ministry of Agriculture and Environmental Protection- developing the backend platform for the Ministry of Finance and Economy within the Single Window system in accordance with the UNCTAD functional/technical specifications- developing the backend platform for the Agency "Turkmenhowayollary" (ATH) within Single Window system in accordance with the UNCTAD functional/technical specification- developing the backend platform for the Union of Industrialists and Entrepreneurs in accordance with the UNCTAD functional/technical specifications- ensuring interaction of the developed backend platforms the Single Window integrated system,- submit the necessary documentation, track the status of applications, and communicate with other stakeholders involved in the Single Window process. - developing features allowing users to access and manage data within the Single Window platform. - developing an information architecture within the Single Window platform in accordance with the UNCTAD functional/technical specifications that organize the content and features of the platform in a logical and easy-to-navigate manner. - setting up different user roles and permissions within the Single Window components accordingly - enabling additional involve features such as user registration, login/logout functionality, role-based access control, and token-based authentication;- enabling data collection from various sources, data validation and sanitization, data transformation or normalization, and storage in the database, optimizing database queries, implementing caching mechanisms, and designing the backend architecture to handle potential increases in data volume and user traffic. - regular monitoring and performance testing, communication and coordination to address any dependencies or requirements for data exchange and functionality on time.Qualifications/special skillsA first level university degree, Bachelor, in information technology, computer science or related area7 years Experience of work in ICT sector as front-end and back-end developer of enterprise software products.Experience of design, development, testing and piloting complex ICT applications and Java and Angular programming language is required.Experience in providing IT services to government organizations related to import-export operations or working in public sector is desirableKnowledge of PHP, SQL, Linux, HTML, server programming, PostgreSQL, ORACLE and database information system is desirableExperience of development Single Window and e-Customs ICT applications is desirableExperience with customer support such as ICT help desk or customer support with working in the transition economies region is desirableLanguagesFluency oral and written in English is requiredNo FeeTHE UNITED NATIONS DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS (APPLICATION, INTERVIEW MEETING, PROCESSING, OR TRAINING).
